July 20: Editorial: Innovative financing helps - but funding still needed from Finance & Commerce

  • Transportation-infrastructure projects are often widely supported by communities, businesses and commuters, but paying the bill is not always embraced so enthusiastically. Despite the fact that investments are largely funded through fees imposed on users of the transportation system, funding continues to fall woefully behind. Efforts to get projects moving in spite of stalled funding legislation are leading to a new look at financing options. Financing tools allow for access to capital with repayment from a new stream of revenue or repayment spread over time from an existing source of funds. While financing tools can be valuable in accelerating project delivery, these options all rely on borrowing and need a reliable revenue stream to work effectively.
